There are several variations in the 1995 dues structure.

This means (I believe) that a tenure-track professor would qualify for the "entrant II" schedule. A tenured professor would qualify for the "entrant I" fees. A tenure-track professor obtaining tenure would be eligible to move to the "entrant I" category. Entrant status cannot exceed seven years.
National dues are tax deductible as a charitable contribution except for $26.00 attributable to Academe
